Police misconduct and corruption in Upland, CA.

This site is about the two years we lived in the City of Upland, California. And mostly, our experience with the Upland
Police.   City officials of this almost bankrupt city have ignored our complaints. Upland Police Officers have violated our
Constitutional rights. We have been discriminated against and harassed. We were literally driven from our home by the
tactics and indifference of the City of Upland, California. The negligence of Upland Police officers allowed our property
to be damaged. One of the worst aspects of this injustice is that agencies of the United States Government that are
supposed to protect American Citizens from this sort of crime are guilty of the very laws they are supposed to enforce.
The agencies or individuals are: The Federal Bureau of Investigation; The United States Department of Justice; Senator
Barbara Boxer;   Bill Locklyer, and the California Attorney Generals Office. All this is documented on this web site. I
have been falsely charged with a Felony and was jailed for more than six days. When I was processed into jail the San
Bernardina County Sheriff (click here) asked me where I worked. I told him I was disabled and I wanted to see a
doctor. The Sheriff said to me: " You have no rights. " He wrote: "Refused " on the lines that had the information
about employment. He then had another Sheriff put me in the "drunk tank". I was there for more than ten hours. I
was not drunk and I rarely drink.    During that time, they threw a guy in the drunk tank and proceeded to beat the crap
out of him. I was watching. One of the Sheriffs said to me "turn your head, mother fucker, don't you eyeball me or
your next." I am disabled and while incarcerated, Judge Mary E. Fuller ordered for me to receive medical treatment. I
received no medical treatment, and I was not allowed to make phone calls. The lack of medical treatment led to me to
suffering withdrawal's from prescription drugs and I had a seizure. Right after I was treated for the seizure (WITHIN
MINUTES) I was allowed to be bailed out. I was locked up during one of the worst fire storms in the history of
Upland. My, severely disabled, mother was left alone in the house, during this time my mother suffered a T.I.A. (
mini stroke). During the video arraignment, I tried to ask Judge Mary E. Fuller to send social services to check on
my mother, But, I was not allowed to speak. During the arraignment, the bail was reduced to $20,000. It took six
days to bail me out of jail, and the bail reduction was never recorded. I was forced to get bailed out of jail at a cost of
$5,000 (which is not refundable) so I could take care of my disabled mother and receive medical treatment for myself.
Evidence, an 8mm tape, which was viewed by two Upland police officers; before it was taken as evidence has been
tampered with and altered. I played this tape for Officer Steenerson and another Upland Officer three times. On this
tape you could hear the alleged victim, Richard Horn, scream at me "get out of my way", before he attacked me.
CLICK HERE! This, and other footage, has been deleted from the original tape. I have viewed this edited tape
with a public defender, in the presence of a court appointed investigator. Officer Steenerson left this crucial fact,
after viewing the tape, out of his Police Report. Thus, filing a false Police Report and conspiring with other Upland
Officers to falsely charge me with this Felony. This is not the first time Steenerson filed a false report. Our house
was sold and we have moved from this HORRIBLE CITY. But, we are still under the cloud of the Upland Police. The
legal process is very slow, I have lost count of the times I have been ordered back to court. Two years have passed. It is
September, 2005, and the trial has not yet started. After two years have passed, Deputy District Attorney, Courtney
Pilchman, wants to charge me with a more severe crime related to this incidence.(click here) When you cross the
county line from Los Angeles County into San Bernardino County it is like you have left the United States of America. My
mother and I were forced out of our home by the tactics and intimidation of Upland Police Officers.    Before we
moved, our home was vandalized, days later an officer named Long accused me of a crime of vandalism, and made a joke
about our home being vandalized. This is just the beginning.
