You know what?  The Internet can answer a lot of questions.  When I
typed in "why is there no justice in the united states?"  The answer is "
United States Department of Justice ".   Police misconduct and
corruption exists because the Department of Justice and Federal
Bureau of Investigation allow it to exist.  The criminal environment that
we all live in today is controlled  by the way United States Government
Agencies allow and disallow the very act of a crime based on their
opinions.   The Constitution says "all crimes must be tried in a court of
law".  And It is United States Federal law (paraphrased) :   "It is a crime
for any local, state, or federal employee to deny any person any
constitutional right or law of the United States."  So how it works is that
the Police, the F.B.I. and the Department of Justice Decide weather or
not a crime has occurred.  It is August 2005,  A few month ago Police
shot and Killed a 13-year-old kid for steeling a car, after this kid ran from
the cops.  The F.B.I. said no crime had been committed.  Around the
same time;   L.A. Sheriffs, shot more that one Hundred and Twenty
rounds into a slow moving  vehicle suspected of D.U.I. (rolling - from the
news footage I saw) The Dozen or so sheriffs received little more that a
slap on the wrist, the most severe punishment was suspension with
pay.  I'm not saying that the two above individuals did not commit a
crime, but they are entitled to Due Process, And The law enforcement
individuals acted in a way that had to violate a constitutional  right or law
of the United States.  What about excessive force?  
For one year I wrote three letters each month to the United States
Department of Justice complaining about the Upland Police Department.  
I received no response in any form.  Then when I sent these same letters
by certified mail they were returned "undeliverable".  No words can
describe the disgust I felt when I got the letters back.  The Department of
Justice has violated their very own mission statement - The very purpose
that they exist.
