It was December 8, 2003.  Dale Ross had made no effort to contact me and refused to return
my calls.  I contacted Officer Rodriguez, #1513, again.  I told Officer Rodriguez that Ross had
made no effort to contact me and that I wanted Ross charged with the crime.

Officer Rodriguez filed a false Police report.  It stated:  NOTHING FURTHER DESIRED.  On
August 5, 2003, when I got a copy of the Police Report, I asked to speak to the Watch
Commander.  I wanted to know what "NOTHING FURTHER DESIRED" meant.  Lieutenant
Gray, the Watch Commander, said something to the effect:  that, I was satisfied with the
results.  I told Lieutenant Gray, just like I told all the other Upland Police Officers:  "I want
Dale Ross charged with the crime." Lieutenant Gray gave me a complaint form, and said:  "I
will take care of this."   A few days later I got a letter from Sergent Mendenhall.  I talked to
Mendenhall in May, 2003.  Mendenhall gave me the run-around like all the other Offiers.  I
asked him to coorespond with me in writing only.  I asked him to restate what we had talked
about on the phone in writing.  I wanted to document what was being done to me.  
Mendenhall never sent me a letter, as I requested.  Mendenhall sent me the letter posted on
this site (August, 2003)  only after, I complained to Lieutenant Gray.  NOTHING HAS
CHANGED.  And, I do not believe anything will change, unless you help me.
