On February 3rd ?  Of  this year, 2004, when I went to get copies of police reports.  In the Upland P.D.,  A young women gave me this card.  She, along with about ten other women were there to get "technician" licences.  For ten dollars and your finger print, you can legally give massages in Upland, California.
