criminals? All we want is to live in peace. But, we have no
peace in Upland, California. We have broken no laws. Yet we
are treated like criminals. Are we just "easy targets" for
abusive and disturbed bullies in the Upland Police Department?
The Constitution of the United States of America in: ARTICLE
III, Section. 2., Clause 3, - States the Following:
"The trial of all crimes, except in cases of impeachment, shall
be by jury: and such trial shall be held in the state where the
said crimes shall have been committed: but when not committed
with in any state, the trial shall be at such place or places as the
congress may by law have directed."
The Upland Police have violated my constitutional rights. They
are Guilty of Police Misconduct under the "Color of Law".

Chief, and they ignored you? THIS HAPPENED TO ME. WELCOME TO UPLAND, CALIFORNIA.
And, to add insult to injury. The Upland Police Department cited me with three “code violations” on our
property. This happened after I complained that the police would not file charges against Dale Ross, who
victimized me. The very weekend that I reported to the Upland Police about the code violations on
Ross's RV; I was cited with Code Violations. A police case was opened but the Upland Police
Department refuses to press charges against Dale Ross. The Upland Police Department is trying to “shut
me up” by intimidation. This is clearly harassment and discrimination, since every third house on the
block is in the same or worse condition than mine. The officers involved are abusing the privilege they
were in trusted to do. And Guilty of Police Misconduct.
We moved to Upland in February, 2002. That week my 74-year-old disabled mother had a massive
stroke. We have spent over $60,000 to date, improving this property. Any reasonable person could see
I was repairing and improving the property. They should have given me a plaque for improving the
neighborhood. Instead, The city choose to harass us.
When we bought the house: At least six window panes were broken. The house smelled of urine. The
kitchen was gutted. All the bedroom doors were broken. There were holes in the walls. The house was
"infested" with "charred-glass-drug pipes" and broken glass from these pipes. The front and rear
yards were over grown. There were marijuana plants growing on the property. I had four trees and
hundreds of square feet of over-grown shrubs removed.
Where was the Upland Police Department before we purchased the house? Why wasn't the
previous owner cited for these unbelievable conditions? Why, Because the violations I was sited
for were retaliation for complaining that my constitutional rights were violated. This is a crime.
When my mother and I were looking for a place to live, we found Upland, California. We did not know
the truth about Upland. Upland has more Adult Book Stores, Gentlemans's Clubs, and Massage Parlors,
per capita, than Hollywood. Why don't the Police devote their resources on real crime instead of harassing
honest people. As my mother says: Upland - pretty on the outside - rotten on the inside.
The Constitution of the United States is supposed to guarantee us all equality under the law. We are
not all equal in the City of Upland. ARTICLE III, Section. 2., Clause 3, of the United States Constitution
States:

I was the victim of a crime. No one appointed the Upland Police Department "Judge and Jury".
The City of Upland, and their Police Force have denied me my constitutional rights and taken away my
right to " due process" of law."
If you have been wronged, like we have, then please join us. Boycott Upland. Income from shopping in
Upland funds dishonest local government and their Police Department. Police corruption and misconduct
can only be stopped at the local level(click here). Please send me letters and documentation of your
problems with the City and their Police Force. I will post them on this web site. On August 5, 2003 I got
copies of the Police Reports. They contain false information. Filing a false Police Report is a crime.
