Officer Jeff Mendenhall stated:  "The reports indicate..."  Obviously the reports were wrong and Mendenhall ignored my letter.  My letter about Police Misconduct.   That I wanted Ross charged with the crime as the constitution demands.... You don't have to be a Lawyer to read, write, and understand the English language.  But you do have to be dishonest and corrupt to violate constitutional rights.   Mendenhall also stated:  " you requested I never phone you again."  This is true I asked Mendenhall to write me a letter restating our conversation, which he never did.  I told Mendenhall if he wanted to communicate with me to do it in writing.  I did not want to talk to him over the phone.  This is how liars get away with lying.   Mendenhall also stated  that I:  " turned in the letter again".  Yes I turned in the letter again because I was ignored by every one in the City Government of Upland and their Police Force.
